I think nothing in :F really depends on an updated setuptools (I made the update for jupyter-packaging sr#902820). So to unblock, please unstage until cloud-init is fixed.
Please revoke stuff that is not supposed to be submitted - simply unstaging it leaves it on my queue which can't work
It is supposed to be submitted. But either we wait for the cloud guys or we work around them.
It's just a suggestion. I can't revoke it, I only submitted the update to the devel project. It breaks nothing in d:l:p. How am I supposed to know that it breaks something in Cloud:Tools before it hits the staging.

The problematic package for cloud-init is actually python-Jinja2, not setuptools.
