Just unconditionally use /sbin/ldconfig. It's perfectly valid in Factory
That sounds like a better fix - return to the old code. None of the UsrMerge changes have yet been submitted to Leap 15.x, thus there is no breakage other than builds in Virtualization:virtualbox.
