Agreed, why does clang-devel still point to clang 7?

Maybe there were talks about that, but it definitely didn't change yet

It's a long story back to 15.2/15.2 period when llvm9 has to be introduced in Leap, long to short, llvm meta package hasn't been got updated in SLE, SLE's toolchain team would like to remove the llvm meta package, however drop a package in SLE side isn't easy at all. We do get the agreement to fork llvm meta package in Leap, therefore Leap's default llvm is not always llvm7, for 15.4, the default llvm is llvm11.

for 15.3, llvm11 is the default llvm as well.

Ok. Max confirmed that SLE 15 SP4's llvm will still pull in llvm7 so, since qt6-tools has to be built in SLE (not Backports/Leap), this means we need this SR
