I'm not sure why this needs approval from devel:kubic:ignition because this is a very weak dependency (Ignition may delete /var/lib/YaST2/reconfig_system if it configured the system itself), but the SR looks good at least (though I haven't tested it yet).

It's a rather strong dependency - if this image is built with older ignition, it would always start jeos-firstboot
Sure, but all the logic for that is in the ignition package, not here...
This SR installs and enables jeos-firstboot
