I'm sorry, I tested the changes only on x86_64. Didn't know the use for baselibs.conf (and still don't).
In short: if you have any 32bit app (think wine) on a 64bit system, this app needs to find all its deps as 32bit libs as well. baselibs.conf is just a definition for the i586 build to describe which packages/files should be wrapped into a -32bit.x86_64 package (content is 32bit, target arch x86_64); with the changed name (added -32bit to the package name) RPM allows to parallel install them with the native libs without issues/tricks
If I understand correctly, build results from the i586 machine are imported in the x86_64 repository, and in this case 32bit packages of glslang are needed because libavfilter's 32bit package itself is already included in the 64 repo. Correct?
