hostname-tests.patch, openssl3.patch

and https://salsa.debian.org/tcltk-team/tcltls)
- Remove tls-test-certs.tar.gz (replaced by certs-tests.patch)
- Clean up spec file
I don't know if it fits your guidelines exactly.

Do you have an actual need for the devel subpackage or did you just introduce it for completeness?
I am asking, because
/usr/include/tls.hcauses a file conflict with the libressl package:https://build.opensuse.org/request/show/971070
