It is necessary to introduce a mechanism to remove meintainers who do not accompany the project, but only marked.
At least Stefan was still seen active a few weeks ago.
But 'not having active maintainers' is generally a perfect reason NOT to add a package to Factory. Are you willing to take on the burden of this package and be listed as an (additional) maintainer of mame? Then we have at least an active one listed again
