The tradition so far has been to skip even-numbered release in Leap, and LLVM 15 should come out soon enough for Leap 15.5. So I'd suggest to drop this for now and just wait a bit. We can still revive this if dependencies need LLVM 14 specifically and can't work with 15 yet.
Or we let it in and remove it before release if it's not necessary any longer.
