Could we add Prefer: libicu-devel to https://build.opensuse.org/projects/Emulators/prjconf (like Games)? Thank you. Would fix a lot of "have choice for pkgconfig(icu-uc) needed by harfbuzz-devel: icu.691-devel libicu-devel" for openSUSE Leap.
