I also don't understand why when I do SR I have to specify the target repository openSUSE:Factory, in other projects it is set automatically?

This is not a branch/linked package with target opens use:Factory - so there is nothing for osc to guess where it should submit to.
To relink you can do, once this Sr is accepted:
osc branch openSUSE:Factory vagrant --nodevel Virtualization:vagrant -f
That should put the _link back and enable full branch
osc branch opens use:Factory vagrant --no-devel Virtualization:vagrant -f
usage: osc [global opts] <command> [--help] [opts] [args] osc: error: unrecognized arguments: --no-devel
I re-initialized the branch for you
it was --nodevel in this case (some other osc commands use --no-devel; this is confusing)
