Configure explicitly checks for libvpx 1.4.0 or bigger, but I guess we can live with building only vp9 and older support on Leap and 13.2.
Lets check in here, but not forward yet - then I can take a look at the buildlogs over at packman, if needed we can get someone there to link libvpx.
