@mlandres Same problem here.
This code branch is shipped on TW/SLE15 only!
The only reason for 'suse_version >= 1500` is that zypp::HEAD also builds against older distros, so we see whether the code would still compile there.
'shipped' - maybe. 'published' definitively not: http://download.opensuse.org/repositories/zypp:/Head/openSUSE_Leap_42.3 - we can't just ignore license requirements there.
