There should be an Obsoletes: libpqos2-devel, though.
libpqos2-devel exists since 5 days and in no released product: https://build.opensuse.org/request/show/633483 I doubt this is needed, but thanks for the pointer, I'd forgotten this.
The fact that it was published already means you absolutely do need that Obsoletes.
?!? What would be the consequence? Be aware that intel-cmt-cat is a side-package already. libqpos2-devel is most likely not installed on any machine out there.

at the next version, zypper will propose to remove libpqos2-devel from the system with no replacement (because "Requires: libqpos2 = %version" becomes insatisfiable)
a user issuing
zypper in libpqos-devel
will get a file conflict warning and can then either abort, or proceed and then have two pqos-devel packages installed. Until case #1 happens.
