I wondered why this is needed since %{_libexecdir} returns %{_prefix}/lib. I found this note in openSUSE's wiki:
openSUSE Factory is in the process of changing %_libexecdir to /usr/libexec to match Filesystem Hierarchy Standard 3.0. Any packages which require a macro for /usr/lib are being changed to use %_prefix/lib. openSUSE Leap 15.2 will still expand %_libexecdir to /usr/lib
I would recommend to include a link to the wiki with that note in other submit requests for similar changes. It's not obvious why this has to be changed.
