@kukuk system-user-ntp.conf only creates the ntp user, not the group. Oversight?
system-user-ntp.conf creates the user and the group: https://www.freedesktop.org/software/systemd/man/sysusers.d.html
Ok, some conf files explicitly has 'g' line as well. Confusing... But thanks for the link!

This seems to cause some kind of issue; the rpm-provides generator does not know about the implicit group being created and as a result, there is nothing left providing group(games) or group(mail) now
We see issues like: nothing provides group(mail) needed by postfix, nothing provides group(mail) needed by postfix

Hm, that code or config wasn't touched ... Need to setup a test environment.
